How Bonuses work in Associations

I have a Problem with the Association Bonus system

The Problem is caused by the ability for a player to request ANOTHER, second, third etc bonus once he/she has received one
This is a problem because, since All members can Only GIVE one bonus, a player requesting And Receiving a SECOND bonus denies a bonus to another player.

I would like either of the following

• A Player can ONLY request a Bonus ONCE each round
• OR, players can GIVE more bonuses each round

Some players request Bonuses Each DAY, ie Friday AND Saturday for a Saturday encounter

tldr:
Please make it that players can't request more than ONE bonus per round because it takes from another player
. . OR
Please allow players to GIVE more bonuses each round (which would encourage active players)

Yes, a player can request another bonus, but why would anyone give another bonus to him if he already had one?
Still, the most obvious way to deal with bonuses is to split into pairs and give bonuses to each other within each pair...
