Multiple accounts and associations

I've read from numerous sources that players are allowed to make multiple accounts in this game, but are players allowed more than one account in the same association?

I've played against several associations recently that obviously contained multies. Is this allowed? It seems a bit unfair to me.

We played some Russian assocation last week.
He had 6 account, in other words: it was 1 person who occupied that whole assocation.
I have asked support if that was legal. Support says "not really, but for now we dont do anything about it"
