Power Training playing by exploiting Loan system in Association, Bannable or not?

I heard that some players power train their players by exploiting the current loan system in Association.
What they do is give player on loan, another member or his another account use rest packs to improve his condition, he takes back that player back and train him again.

Is this not a bannable offense?

The number of resources (rests+treatments+morale combined) that any TEAM can get from associations in a given day is limited to 5.
So, this exploit has been plugged by Nordeus a few months back.
