would a member with 68* quality effect a Association team who are all between 100-130 in Gold 1?

Just we lost a member today and a new one has arrived but hes only 68*
just not sure how this association works i see very poor quality teams dong well even in gold 1.
simple question should we keep him or let him go before a ball is kicked as i really don't understand how this association seeding or draw effect works.
