Can't bid for friend's players in negotiation

hello,
i am level 4 and somewhy i can't bid on any of my friends players, most of them are 5 star.
but i can make offers on other players from my league, who are 5 star.
how should i buy my friends players?

I think you should be on the same server as your friend to bid for his players
