Can't send official Jersey

I bought from another account an T-Shirt of A.S. Roma and I can't send on another account as a gift can anybody tell me why?

You cannot send only official jerseys and emblems as free gifts...For sending official jerseys and emblems as free gifts you need to buy tokens equal to the worth of the item you are sending as free gifts......
