me and my friend have reached lvl 4 in top eleven so basically we can now enter in negotiation...but i cant :(!!!
is it a sort of bug or what ?! can someone help me with that? i have tried to negotiate with another friend and it worked...

You will not be able to negotiate with some friends because they are on a different server.
