I can't watch many of my friends' game. I only can watch 3 other people who I know, but these are the only one I can spectate.. For the rest I really can't watch.. Is this normal, a bug or just a mistake?

It is normal...when you can't spectate or support, the player is playing on another server.
Nothing you can do about it
