Add a friend

Ok why can't I add someone as a friend?
My friends list totals 96. So I believe I have room for a few more.
But every time I hit the add friend button it briefly puts the yellow one to the left hand side before reverting straight back to the green add friend.
If he was on a different server than I wouldn't even get the option shown.
So what's happening here?

Chances are that your friend has reached his limit.

not sure.
For lower levels the lower the limit too.
