Hey 5agor,

Acquiring a player through negotiations will not lower (or raise) his quality. You can directly negotiate a player off of another club as long as the player is between 3 and 5 Stars (40% to 99%) of quality, from your perspective. When the player reaches your club, he will still have the same quality he had when you checked him out in his original team.
