No, he is in the top (or near) of your server so their League/LV didn't promote.

In last season I have 67 menager lvl, he has 69 lvl. In this season I have 68, he has 69. His team has 160%. I havent screen with last season, only this season.
Great. His team has 160%. I have 102%. Game is over.
Top level on your server is level 69, and it has been held there for another season.
So even that makes a relegation and promoting system better
Every on 69 level has 140%+ team.
