Chat placements have changed as of today. See below for the updates:

1. Chat is only available during Association matches.
1.1 This means that chat is no longer available on any other official match, including friendlies

2. In this case the icon is only seen in Home and in Association menu.
2.1 Chat icon is only available in the game for those who are currently in an Association.
