Transfer focus - bug or intentional?

Dear Nordeus,

English players start at approximately +200 higher in fitness/strength for scouted players and then receive additional +20% in on of those two skills.
I assume someone screwed something since you could not possibly buy player stronger than 116% and now you can easily buy 133% ones...

+20% is for the skill, not the quality of the player. I think the quality of the player will go up about 1-2%.
