4-5-1 V when to play Counter attack

I guess its best to use when you play against an defensive team that don't have enough offensive players.

But what is the border line when to do it and when to not do it?

If they only have 2 ST no AMC, AML, AMR players we can play force counter attack?
Or is the only time we should not do it when opponent have something like 3 ST + AMC?
