Hi All! I have an opponent who has used this formation for 2 seasons.

I thought it was illegal as he has no players at all on the flanks, but maybe I'm wrong there. He doesn't appear to get penalized at all for the formation, and he certainly doesn't get bumped down to 20% possession. I have beaten him every time by using a 4-4-2 and attacking down the flanks, but has anyone else seen this formation? Is it illegal? I'm more just curious than unsettled by it. Thanks!
