I will buy 3-4 scout players for next season and I am thinking playing 3-1-2-2(AML/R)-2 . This season I finished 2nd in League and semi in CL. I want to win all the trophies next season. Is this a good tactic to use or given I want to buy 3-4 scouts , is there a better one?

Don't buy scouts, rather offer 3-5T to a player on negos. It'll get the job done for a lesser cost.
One of the best formations, for me, has been 4-5-1V. Try it, but make sure to have excellent defenders, a FK specialist and a CK specialist.
