setting up arrow for players

what does it actually mean, setting up, down or no arrow, i think i know but i cannot find anything that explains this to me

Well technically up means player goes forward to attack more ,down he stays back. I use arrows when I see a player is not performing well ex. my left back was performing bad his rating was 6.3 i put arrow up on him and he goes to 7.2. Try different combinations to see if it helps the player perform any better. I don't use that many arrows since I still haven't figured out how much impact they have.

sort of what i thought, sometimes it seems it does nothing, or my striker just runs straight at the goal keeper, doesnt even shoot it lol

Yes the striker running to the goalkeeper happens a lot but it has nothing to do with arrows. It happens because the match animation is bad.
