It is illegal formation, he is without DR & DML you will get %80 possition. (3DC-1DMC-3MC(W)-1AMC-2ST) Attacking,Through the middle, Own half, PS Mixed, Zonal, CA off, OT off.

Theoretical Legal Formation Requirements:
•Goalkeeper (Must be player's natural position i.e. a GK)
•Some combination of at least 3 defenders (i.e. 3 players anywhere in the back row )
•At least 1, but no more than 2, players on EACH outside flank. {the D(L/R), DM(L/R), M(L/R), AM(L/R) slots}
•at least 3 midfielders (DM*, M*, AM*) at least one of which has to be in the middle row (MC, ML or MR) *This rule isn't totally confirmed
•At least 4 players on the opponents side of the pitch.
•at least 1 Strike

as my experience, its not an ilegal formation since he has at least 1 player on both his flanks...
Not illegal, he has 1 player on each side, and probably a blue arrow on his dmr.
Currently playing level 8 (season 8)
The league:
1st place level 1,2,3,4,5,6,7
The Champions league:
1st place level 2,3,4,5,6 - 2nd place level 7
The cup:
1/4 final level 3
EACH outside flank. {the D(L/R), DM(L/R), M(L/R), AM(L/R) slots.
Based on above line and link I said ILLEGAL.
