Sxrenity is spot on. The game engine is exactly the same regardless of whether you connect to the game from iphone , android phone or Pc. For example if Team A were playing Team B in the league....

Well, technically, it's the best qualitywise players that are placed on negotiation list. You can see players with more than 1 points off scout level if there are not enough of those to fill the list.
