Don't over-think it. It's not like a mathematical problem where AMR - DML= cancelled.
In my opinion, if you have a good DML, play him. If you don't, there's no point in trying to force your players...

To be honest, I don't really understand your problem, but possibly there are not enough other managers of level 24 on your server, so you're counted as a level 23 manager still.

Don't panic. You will only have a maximum of 2 matches per day (1 league and either cup or CL). There might not be much time between matches though, so check your fixture list.
Focus on the league....
