Thats not a bug . For players that are already on fire you get no one extra +1 after claiming the reward. It works only for new players who get on fire after claiming. Then you get the +1

Yes the players who sit outside the match ( grandstand ) are not involved with this. Only the 11 players on field and the reserve bank ( substitutes ).
