Yeah, try first. Performance is performance and training is training. Ofc adding sp or SA makes a player better (where appropriate) but first you need to establish the base to which this better...

It tells you in the description. The important part is Training facilities generate Rests (Green Packs) for your club. The amount generated increases as the facility levels up to a max of 7.
