Yeah they will again start earning skill point at higher rate... But the rate will be very slightly lower than the previous rate...

Higer price only means that the player will gain more skill points.
There's no guarantee for ratings/performing.. you never know :D

1) Yes, he will gain skill points quicker, that is sure, that is why he is expensive.
2) His quallity will increase faster, but form itself depends on other factors.
