What is the Official Managers Association?
The O.M.A. was created in 2013 as a private group in the Top Eleven forum to save articles of interest and became a own brand to organize competitions between the Top Eleven Managers, the group joined the Clubs supporters list once the Facebook community and the Federations that integrate the structure of the Government were created, the O.M.A. is mainly a tool, to organize the communities, creating a realistic structure with a main group and a National Federation available for each Nationality.
Each National Federation, have a Presidential system, and realistic roles to manage the own group and the competitions we've been doing, where the Top Eleven managers can represent their own nation.
In the tournaments we've played, each Federation have initially a Interim President, that can name a Vice Presidency.
Then we played Nations Leagues and a Nations Cups, in a 3vs3 Format. Teams are selected by the Presidency who opens the National Selection Playoffs. One representative can be selected directly between the President/Vice or a selected manager. The other 2 places should be, if possible, earned by own merit. One manager is named Captain and his job is to do the draws when the team play as local, and too, in case that a playoff has a draw, a Captains Duel would decide the winner.
This is the Competition Format that we are currently using to play our tournaments between National Federations.

Chapter I - Official Managers Association as main authority
Hereby, is recognized as the main Administrative group, and regulatory power over the other groups is given, to the Official managers Association,
which will perform as a Main Administrative Government, with the authority and power to open new Groups, Federations, Channels, sites etc used as structures that will belong to the O.M.A. and that will represent, real National Federations, Ministries linked to the Government, or Spaces that will be, like the National Federations, tools to structure the community to create a realistic Political Administrative Institution, where to regulate too different Roles in the different Spaces that the O.M.A will create.
The nature of the O.M.A. is to create a realistic structure where the Top Eleven managers have the chance to be part of a community using the local language, and where they can represent their Nations in different competitions, managed by different communities aside from the O.M.A., and belong to a community that gives the possibility to acquire different Roles, regulated by "political rules" and based in the concept of "rewarding the effort" and "equality"
The O.M.A. can, organize different competitions and activities related with Top Eleven and the own existing Federations/Communities system.
Chapter II - The National Federations - Authority, Roles, Managers
Each Real Nation, recognized by the FIFA, has the right to have a own Space inside the O.M.A. structure. Any Top Eleven manager can request to the O.M.A. administration to open a National Group/Space for his/her country.
The Federations System will belong entirely to the Central Administrative Government and will be subject to its regulation.
The Federations, will initially be Facebook Groups where the managers can join to be part of a community, and these, the managers will have rights and duties.
Roles to emulate a realistic Political Administrative will be created with specific regulations, with the idea to provide, not only realism, too a tool where to reach different Positions of Power iside the existing Structure.
II.1 Regulated Roles:
-National Player/ Member - any Top Eleven Manager that joins a Federation or any of the groups linked to the O.M:A. will be considered a National Player / Member.
-These have the duty and obligation to keep the courtesy inside any of the O.M.A. spaces.
-Any personal attack will be tackled forcefully, in the first instance by the main Administration, and by a Competent Authority -Federation Administration- if its needed.
-The O.M.A. main group administration has the right to join the different competitions suggested and organized by itself, but cant claim Token rewards.
II.2 The Federations:
Remember that the federations are tools, that don't belong to any particular Role -Presidents- but the O.M.A. administration, so group admins can't sack people just cause of personal discrepancies/opposition.
-These, the Federations will have a President as a Main authority. This can be a Interim President, if the Central Government designates it. The President job is to administrate the Federation, to manage a space where national managers can join and participate in the different activities.
If, a President is obtained by a popular election, after call for elections, it will be called a Elected President. The presidential Period, will last for 6 months, initially.
The President can name a Vicepresidency, and these 2 roles are the only ones that can have Moderation Powers inside a Federation.
The President and the Vice Presidency, have the task to administrate the Federation, and they will manage the national Playoffs of any existing competition, according to the rules that were stipulated in said tournament.
The own Presidency can, administrate own competitions inside the national federations.
II.3 Federations turning into Communities
Once a National Federation reaches a certain amount of activity, or turns into a Official Top Eleven Community, a new level can be added inside the Roles System, in order to separate the Administrative tasks, linked to the Community Administration, with the National Team Roles, linked to team selections for the different tournaments.
In this case, the Federation will have a new roles system, and the Presidency of the Federation will turn into an Administrative Presidency/Vice President of the Federation which will not be subject to elections.
Then, the National Coach Role, will be created,to liberate a Role subject to responsibility and the electoral law, being the exclusive person in charge of the national team, and, that can be Elected if he is elected by vote, or Interim if he is picked directly.
In case of winning elections,the National Coach, will not obtain moderation powers directly as when we have elections for the Federation Presidency.
II.4 Vicepresidency - Regulations
The Vicepresident represents the President in case that the first is missing for any cause.
During a mandate of 6 months, if the President leaves the office, the Vicepresident will automatically become the new President till complete the remaining period of the 6 months that a Legislature have.
In case of Impeachment, the President can Resign, and set the Vicepresident as main figure to be voted in the polls, so as to face the opposition.
II.5 Regulated Ministries - Suggested tasks
In order to improve the experience and create a structure to delegate tasks this document suggest some "Roles" that can be assigned, and tasks/targets
Ministry of Defence- to protect managers, prevent scams, help to report issues, share alerts of allegedly scammers with other administrations/communities with the main concept of protecting managers and their security.
Ministry of Competitions - This can have different tasks, such as try to connect a Federation with other communities, to bring trophies achieved by the national Managers to the Federation Museum.
Ministry of Press&Promotion - We strongly recommend, to promote the groups, having ads, GIFs and promoting the activities managed by a particular National Federation, to attract new local managers. Sharing news about the group.
Ministry of Economy - Can be used to find Sponsors for competitions, so, to find rewards for tournament winners
The President can design any manager as a part of the staff, to help in the administration of the Federation.
Any other area or space created, will have the Roles regulated by creating the adequate rules, at the proper moment, such as the different Tournaments that the O.M.A. may create.
Any Rule related to the O.M.A. and its competitions will be announced in the Official Diary of the Official Managers Association - O.D.O.M.A.-
Chapter III - Presidency and electoral system
III.1 Legislatures&Elections
The Legislatures, meaning this, the time where a President will remain in the Office, will last for 6 "fixed months". So every 6 months we will call elections to all Federations where there exists a opposition willing to compete for the Government.
We will consider that the Ist Legislature started on the season 137 -137 Included-, so this will comprise the Period between the 137-142 Seasons, meaning that in the 6th season, the 142nd Federations will call elections if its required. The Second Legislature will comprise periods between 143-148th, and so.
A President can keep the Role for 6 months. Then, as the concept of the O.M.A. and its groups is to perform as a realistic tool where the managers can earn different positions, by own merit/effort, different rules will regulate the terms of office and will allow the Federation Managers to participate/influence in the structure.
So, first of all, a Interim or Elected President, will initially remain as President for a 6 months Period.
Never forget that the Central Government has the faculty to remove a President.
To vote a new president, the President of the Federation, will call to elections, 15 days before the period of 6 months expires, and a date will be chosen to vote.
Once the president call to elections, the Central Government will do an Administrative Takeover of the Federation, and initially, no one will be allowed to join the federation.
Only the national Managers inside the group can vote in the Presidential Elections, that will be won by the most voted candidate.
In exceptional cases, we could do two rounds, to vote between 2 candidates.
III.2 To call to elections- Impeachment Rules
Initially, if does not exist a known opposition, the president will remain in the Office extending the mandate for another Legislature of 6 months.
If, exists someone, willing to compete in an electoral career to perform as President, the Federation Government will call to elections, in the established dates, once every 6 months.
If, the Managers that belong to a Federation, after 3 months of mandate of the President, for any reason, like the team results, administration duties etc think that the President isn't performing properly, an Impeachment can be launched under the President.
These rules prevail in case that a Federation has an Administrative Presidency and the Elections are to Vote for a national Coach.
III.3 Impeachment Protocole -
To launch a Presidential impeachment which could remove the current President/National Coach of the office,
The Central Government will be informed, formally via PM. of the intention. So, to Prevent further discussions escalating, a Formal Impeachment Petition will be requested to the Central Government.
An Impeachment can not be launched within 3 seasons of the Presidential Election or the appointment of an Interim President.
This, the petition, will need the signature,or endorsement of the 15% -stipulated by the O.M.A. Administration in each case- of the Federation members, so, if the petition is accepted, the Central Government will open in first instance, a poll inside the federation asking for the managers opinion.
If the 50%+1 of the national managers agree, then, we will proceed to the Presidential Impeachment, that will face in an election the current President, with a Candidate of the Opposition.
In case that the President Resigns, the current Vicepresident will be the one facing the opposition in the Impeachment Voting poll.
Of course, the President can name a new VP, to face the opposition, so select a "consensus figure".
The opposition candidate can be selected at any moment during this process and always before the Impeachment voting period.
The winner will remain as President during the current remaining Presidential Period-Legislature, of 6 months. Then he will call elections according to the mentioned procedure before the natural 6 months period expires.
Chapter IVth - Electoral Project - Team Coach Suggestions&Regulated Competitions
IV.1 Candidates and Electoral Projects
Anyone wanting to compete for the Presidency of a Federation in elections, will be considered a Candidate. Too in case that we have elections for National Coach.
The Candidates can do a Electoral program, with projects for different areas, such as making suggestions for appointments to the vice presidency and other ministries.
The projects can have suggestions regarding:
-Organization chart/names
-Add ministries
-Plan competitions
-Promotion planning for the Federation
-Creation of guides and help managers with content written using local language
-Search sponsors for competitions
Then this affects the Presidency Role specifically, not the National Coach Role.
For the National Coach Role, as the main task is to do the National selections for the different competitions which have own specifications and regulations (if- its a 1vs1, 3vs3, quality margins, number of substitutions, promotion requirement etc) here we will add some suggestions regarding the National Selections that the Presidents/Coaches can do:
IV.2 Nations League and Nations Cup
The Nations League and Nations Cup is a 3vs3 tournament created with the idea to allow players to represent their country in a team competition.
The Presidents of each Federation will have the task of building a team to represent the Nation.
They can assign a direct spot to the President -by own decision- or, to the Vice Presidency or another manager of relevance.
Then the remaining 2 places -or the 3 in case noone has a direct spot assigned- should be earned by own merit in a National Playoff.
Teams will have a Captain, who will have the responsibility to decide the draws when the team play as Local, this means that 1st-2nd legs can have different draws depending on Captains decisions.
Captains will have the task to play the Captains Duel in case that is required to undo a draw.
IV.3 Playoffs Formats - How can the national representatives be selected? -Other Suggestions/Formats-
-Small Federations can have a direct selection made by the President.
-In exceptional cases, if a Federation has only 2 members available to compete, a Foreigner will have the chance to be selected as 3rd member but this can not perform the Role as team Captain.
-Playoffs, allowing a fair fight to compete for the places, can be open.
-The President/Coach can, eventually, get a direct spot inside the team, or select a manager directly to be part of the team (if someone else is picked directly the president/coach direct place is removed).
Different systems can be used to do selections, such as a reduced playoff to select 1 of the participants between a reduced group of selected managers (selected by the president/coach or most voted by the Fed) like, a fight between 4 managers for 1 spot and then for the 2 remaining spots, do a open fight.
-The Federation can select a Reserve as 4th member in case that the team needs a replacement or, to replace the worst performer from the last competition if the planning is to send the same managers to the NL and NC.
V PLEASE NOTE -
The O.M.A. is a community structured as a realistic institution, that pretends to be the closest community to the Top Eleven Forum and a first door for newcomers.
This means that each National Federation can try to play this kinda realistic, but we will not get into personal disputes regarding the Nationalities of the Managers.
Initially, the teams need to have 2 local Managers and they can have a Foreign Place. This can't be named Captain, such as the managers that get main Administrative Roles -President/VP or have a direct spot assigned.
That's the theory, but there can be exceptions in case that these persons are the most appropriate, because of personal time matters, to manage the team.
The tournaments have a very specific requirements so, please note that to get teams with managers "specifically from particular Nations" and that can fit in the Tournament AvQ Rules and more, isn't a easy task, thats the reason of our flexibility, allowing teams to be composed by different criterias, will be a matter at the discretion of the administration of the tournament by itself.
So, as a door for newcomers to integrate in the community and same time, a place where managers can play a realistic tournament, where to earn Roles mainly by own merit, inside the own Federation and the National Team -Presidency, Vicepresidency, Ministry, and Team member & Team Captain in these 2 particular competitions- the tournament will be enough open and will adapt allowing the participation and, allowing different teams to have representation.
These tournaments too will keep an accessible AvQ criteria as these aren't designed to gather a particular group of managers playing at a High AvQ, but it's designed with the Quality Margin to contain the Beatability Margin inside parameters where managers can compete in equality.
Remember too that the own structure allow each Federation to become its own big Community, but at the same time our competitions have limited places with the own limitations above substantiated.
We will be the first ones to suggest other tournaments from the different communities with the same native language you have, where you can play and have fun playing Top Eleven.
VI NATIONAL COACH - CONCEPT/ELECTORAL PROCEDURE/SUGGESTIONS
-The main Task that a National Coach has to perform is the National Selections to select the managers that represent the Federation in the selected tournaments. So to test and even train managers to perform the best.
-A Coach can name someone to help in the Federation promotion and to create activities/tournaments/help managers, working jointly with Administrative staff
-Initially, we will open a period where the candidatures can be submitted
VI.1 ELECTORAL PROCEDURE
-This Role is subject to Legislative periods - So the current legislature will end the Season 154 where we can have new elections -
-Candidates will perform in tandem, in teams of 2, as First Coach and Second
-Then, the elections can have 1 or 2 rounds.
-If a candidate receives more than the 50% of votes in the first round, will be declared winner.
-If we have more than 2 candidatures, and no one gets the 50% of votes in the first round, we will go to a 2nd voting round to vote between the 2 candidates that had more support in the first round.
-National Coach Elecition doesn't mean moderation powers in this case.
-The Central Government can determine that, the right to vote is given for the accounts created before a particular period, like 4 months before, just when the current legislature started, to prevent multies to participate and set different requirements such as vote using a Excel Form where those willing to vote will add the Facebook Profile Link.
VI.2 WAYS TO DO THE NATIONAL SELECTIONS - SUGGESTIONS
-There are multiple formats that can be used to perform a National Selection
-A candidate can submit his own candidature with the idea to ensure a direct spot to inside the team, for himself, for the 2nd coach, or a selected manager that can be directly picked or, can be obtained from a spared playoff between selected managers that then can join too the regular playoffs for the remaining 2 spots (if we play a 3vs3 competition)
-The selection can be made by doing a regular playoff, in equal conditions for all (cup, league format etc)
-As alternative, the coaches can prepare a training route, to do the selections, like, a stage of 3-5 games for the candidates (using FA teams) so, to test the candidates vs higher quality teams using X, Y Z formations etc and even use this method to discard candidates before a playoff is open.
- The criteria to give a place in the national team can be, too in some cases based in the Best Goal Scorers of the candidates, team fluidity when scoring, etc
-Of course it is a responsibility of the Coach to decide how to do the selections, and this will, have success or can be a fail and will impact in the upcoming elections and too as its established in the electoral law, can turn into a Impeachment for the national Coach position if the results aren't the expected ones.
-The Coach can join with the 2nd coach and a few selected managers a reduced playoff for 1 team spot and then those who are eliminated can join the 2 remaining routes to compete for the 2 spots that remain on a fair fight.
-A coach or someone getting a direct spot or a place obtained from a reduced playoff of selected managers can not become team captain.
-Remember that a National Team Player that earned the role after a fair fight can not be sacked for the Coach or even by the Presidency, as this role is an acquired right.
-In case we play a Nations Legue and then a Nations Cup, the coach can do whole new playoffs for the Cup, or wait until we complete the group stage to decide if a new playoff round is opened to replace some team members -worst performers- to compete in the Nations Cup.
