Once again I'm playing my nemesis and I just cannot beat him. This is what he usually does and has it set up right now.

I used the formation I put down in 1st half and i was winning 3-0. For 2nd half I tried 4-5-1 flat and they scored 2 so with 15 minutes left in 2ndvhalf I put original formation back and scored 2....

I was thinking go 3DC, 1DMC, ML arrow up, MC, MR arrow up, 2AMC, ST
Attack through middle, counter, mixed passing,
...

There is no such thing. Every formation has it's weakness and strength. It's all about what your opponent sets up and how you counter it

So I won 3-0...i played 3N-4-1-2 defensive with counter, mixed passing on half. 1st half score was 1-0 with a breakaway goal. In 2nd half I went hard tackle and pressed high and scored a breakaway...

He won his 1st round 1-0 and 3-2 and the other player was 3 levels higher and his opposition used 4-1-3-2 lb, cb, cb, rb, cdm, cm, cm, cm, st, st formation

This will be the 1st leg 2nd rou nd. Are you asking what level manager he is? If so he is 4 levels above me.

This formation gives me a hard time.
3N-1-2-3W-1

I usually go 3W-1-4-1-1
My MR and ML arrow up

Defensive, counter, long ball or short

I never win....tie or loose...we are same level, same...

What would you guys play against this?
LB, LC, LC, LC, RB
LM, CM, CM, RM
ST

All games played are very low scoring wins or looses by 1.
Obviously plays very defensive
