My league and CL is full of werid formation it like this

I read though many post....and they keep mention about some illegal or legal formation
Can anybody explain what does that mean

U likely see many mangers use some werid formation ....that I didnt expect ...but it win and went though well....I have think kind of problem so I expect the expert would help me out.....
