Ditch the 25 rating players and replace with 29 rating ones, or save all your tokens and buy a player from your scout list.

That's the only bit of info I could find apart from the one on wiki, both unhelpful in explaining what each SA does unfortunately.

Why would they withhold this info?

The explanation on their website and wiki are as you said very vague.
