Why are the scout players capped at 6 stars I'm level 16 and the teams no better than I had at level 8 level 16 players should be at least 8 or 9 stars

costs to much for scout players in tokens 50 is silly..
having to pay tokens for my own grown players again is silly and why are they on 2 to 3 stars at level 16 surely should...
I am now on Level 16 and my Scout players are still at 6 stars ?? which I had when I was at Level 3 surely these should be more stars as you progress.. the transfer fees and wages increase so why not...
