5 star player is not appear on transfer window

Please ,help me 5 star rate player is not appear on my transer window ,now i'm on 3rd level ,any body can tell me how to fix it this bug??

You are on the highest level of your server. You need to tank for 2-3 seasons so that higher players can send down their low quality player, which is high quality for you...
