This is a nice idea, but it won't help that much, because inactive players would just end up in another league with other players, so it doesn't matter that much if they go a level below. Also their team eventually gets deleted after a few seasons. The best solution would be to detect those players as soon as possible and just remove them from the league and replace them with another team, that way they won't "harm" any league at any level.

Yes and also with relegation, it will be much harder to make leagues at top levels, because you will have less teams.
