As everybody knows the Europa League consists of 12 Groups, each group has four teams. (48 teams)

If we take the 5th, 6th and 7th place teams to join this contest, we will need 16 leagues to do so. (Group stage)

Then the third place from the champions league will join them in the knock out stage (round of 32) till the end of the contest.

Is it possible??
