The ideal will be to have some points received for each match win or lost depending on your score opponent score and goals, as it is done for FIFA classification. That wont give advantage to scouters, as with higher player lvl u get less points per win, it will favour the true good manager, the one that beats harder opponents.

Then you can pick the 1st manager of each level and server and give some reward (may be free trainings, tokens or whatever).

If the list was public per server that will give the game extra spice for bored always winning managers
