Negotiations Only by Name.I am one lvl 3 before and keep eye on my friend player to buy.On day one i make offer and start waiting.I left player on TL which i can easily buy.I am shocked when my friend and another one manger don't response to me.Add an option for player that they are on negotiation list or not.If their mangers want.Don't waste our time in such fail dealings.
When you get to higher levels more managers are daily users, so you will have more responses from negotiations. I do agree though that they need to work on the negotiations system

Im on 201 so you can't put in any offers for my players unfortunately
Look the negotiations are useless for low level managers. But if u are reaching higher and higher level u will see that this is very useful. Not just to buy players and to sell to. Today i sell player (50,5M and 5 tokens) from my youth academy who i took for 0 tokens.
But remember to have your players on the Negotiation list u must have players who need just 1 skill point for reaching a star.
