As far as I'm aware, it's not just about the popularity of the club, but the major factor is, is it worth getting permission from the club to have these things. I'm assuming having official shirts and badges costs quite a bit of money for the game developers.

They need an contract for that, maybe in time there will be their logo and jerseys.
