Level limit - Server teams moving.2

I think we have a problem with the no limit of levels and the amount of servers we have, and is that there are empty levels, and others with less teams due abandoned teams that are deleted... this causes that the game have to promote other teams to complete leagues, or too champions league groups.

I've been the last 4-5 times ina champions league of +1 level, and now been 8th Ive been promoted, this happenned to more people for what I am reading here in the forum, so...
I suggest a new moving of teams, + a límit on the top server.
