Amplify the negotiations ratio to a 2%

We know that now the margin is about a entire 1%, so before was just 1 Skill Point and now the distance has been increased by a entire 1% which is 15 SP's.

But I think we can have more profit in this way, as the Negotiations are the only way to see our players playing in another club I think this can be interesting.

Too Add a new page in the menu (where are the FK's, penalty takers, substitutions for FA's) and add a list of avaliable players that we want to add in negotiations can help and if is posible set a min price too would be super amazing.
