please put the negotiations from level 2 or 3

I open this post to the option of negotiating the turn from level 2 or 3 as it is unfair that only level 4 players have access to this option

negotiation on level 4 below (1, 2 and 3) is not very effective bcoz it still easy to get good player from transfer..

and not much people i think want to negotiate at that level..

so i think negotiation for level 4 above already good choice in this game..
