Why level 2,3 can join the football association?

You can join football association if your level is greater than or equal to 4, right?
Why can lower-level accounts join the football association?

Yup we still can join if you are invited and you gotta use an older version to see the invite and join. This was still possible early last season. Not sure if it still works

This supposed to prevent the tricksters but all of them have friends their main or secondary teams so they can leave and return anytime
