For the most part, the 2* players received from the youth programs are not overly useful, and developing them is difficult as they don't have enough skill for games.

It would be good if managers could loan out U21 players to managers at lower levels for the remainder of the current season so they can get playing time at a league level appropriate for their skill.

Another option could be to allow managers to carry a small number of U21 players (say 2) beyond the 22 man roster that would be part of a practice roster. Such players could only be added to a playing roster in the event of injury or if there was an open space in the normal 22-man roster.
