My proposal would also help 35T teams which cannot afford any scouts at the moment but if there was an older scout for 20 tokens, they could buy one once in awhile and enjoy that feature of the game.

i don't see any reason for a 35T to spend his 20 tk in a scout, better spend on a young player, 4* and he will be scout at least 3-4 season for you.
you proposition just made it easier to have scout and a normal player can now buy a full team of scout each season with 200T(very easy to farming for many player) and now your 35T have no chance againt this team
