i don't see any reason for a 35T to spend his 20 tk in a scout, better spend on a young player, 4* and he will be scout at least 3-4 season for you.
you proposition just made it easier to have scout and a normal player can now buy a full team of scout each season with 200T(very easy to farming for many player) and now your 35T have no chance againt this team
