The problem then, is that every year or two someone buys a whole new team of old scouts for 200T.

What would make your suggestion worthy is if there was a difference between how a 22yo scout plays compared to a 30yo scout.
Right now they are exactly the same except for one thing: training speed.

Now throw this into the mix: 27-28yo in real life are at the prime of their career. They usually have their best years at these ages. Go figure that Nordeus, in their infinite wisdom, has training speed set to deteriorate significantly at those ages. JUST LIKE REAL LIFE...NOT!

All this to say, for playability, they could make 22-23yo scouts play better than 29-30yo scouts and this could result in scouts aged 29-33 being sold at 10-20T depending on the age and probability on retirement.
