level 2 29 rating player

I am still fairly new here, I am thinking of getting a MC 18 yrs old player who has a rating of 29 , thinking about next season, as they lose stars next level, if he is up to 30 rating by next season is that a good enough rating for level 3 ??? or is it best to buy in the close season of one day at the end of this month ??

maybe there will too much managers selling his players. yea but realize the next season a player reduce the q. for me its not good however you get youngest player i guess, but okay for taking some backups/subs.
