I've had 19000 for a 20000 stadium and still got 5%
Although it's always worth just dropping the price to fill the stadium, 5% possession is worth more than a few pounds/ euros/ dollars in the bank...just make sure at the start that your car park is ok or you get a message saying fans couldn't get in because the car park was full!

But just to clear it up, this post was intended for people to post the minimum amount of supporters they've had at a match to get the full 5% per level, this is so as you've said, people can get the max amount of match income and get the 5% possession at the same time.

No it isn't, as per my earlier post:

I believe Level 1 is 800. I've seen 1,000 capacity stadiums with 800 fans and the home team still gets 5%.

As you can see, that's 20% less than capacity. Besides, what if your capacity is, say, 21k but you're a level 1 player with 800 attendance cap. That's effectively 95% less than capacity. I reckon if the player hits the cap they'll still get 5% regardless of capacity.
