Teams with half a formation?

I seem to be coming up against teams with on half a formation set, when I look at their setup they have 6 or 7 players scattered about the pitch however they have players on the bench/in the reserves.

What causes this?

I won my first two games but not by a massive margin and it seems come game time the computer automatically puts in their bench players?

These teams are probably abandoned teams so they do not have enough players in the starting 11. The computer will fill up the remaining spots when possible, to play the game. If not, the team will forfeit the game.
