Is it possible to have 30-40 reserves ?

Is there a language problem here? Because the way I see it right now, you're asking whether we can have 30-40 players in the squad, or more, since you say those are just the reserves.

Ive just played vs a dude who has 29 reserves

That's a bug, I don't really remember much about it, but the players are free agents or something, and they're all crappy players and he has to pay to sign them or just release them all.

Yes, but they remained unsigned because the max squad size is 22, so its pointless having all these reserves since they can't play any games.
