I thought when a plyer gain quality (for example, 34 to 35), their progressing rate will become extremely slow. Player with 34 quality gain 100+ where 35 quality gain only 60+ in each training and match.

So, I always look for the most expensive player with 30+ quality, so that he can grow faster and can learn new special abilities.

In my point of view, buying scout is totally waste of money. First of all, they are very old. you can't find a 18 yrs old scout. Most of them are 22 years old. It may be effective in short-term and make your team look very strong, however, in long-term it is totally useless. Once they getting older, their progressing rate become slower.....

So, I would spend those 50 tokens on rest pack on young and expensive player. As you can gain 6-7 point in every 99% condition. In the end, he can learn special abilities and perform the same as scout player. In long-term, he is still younger than scout and can progress even more.
