Option 4 is useless as you can get better players on auctions. Personally I'd go for auctions and negotiations if they are close to the next star (can't wait for level 4!). Buy a scout if you have tokens and want a solid player, best to get one close to 7*

Not so sure about "solid player". Bought a 6 star striker fr scout this season. Turns in 4/5 performance. I had to be patient with him.
Trains him and put in on games with lower opponents (like Cup games) to build up his performance.
Yesterday he turns in a 8.
