Problem with the Direct Transfers!!!

Can Anyone tell me why i can't offer to buy players for all my friends? I can offer only those who can watch their games and the same thing backward - they can't offer to buy my player... I can't understand it please notice me if you have the same problem or you now the solution :)

Maybe because he have more then 5 stars or you are not on the same server with him.

The guy that want to buy some players from me is level 4 but i didn't know this with the server... And what happens now? He can't buy nothing from me?
