is it even legal?

I once played against a formation without a striker and it is pretty easy as they don't have any chances to score.

very true, or his striker is broken and he'll push up an attacking mid fielder.


no reporting, you just will have majority of possession if he plays it that way

No need to report, he is not doing anything wrong he is just not giving himself much of a chance to win the match!
